News Agency, a news or wire service that gathers information beyond the geographical reach and individual resources of most of its mass-media clients, particularly newspapers. Since the advent of the Internet, news agencies (also called news bureaus or press associations) have also presented news online directly to the public. The foremost news agencies in the world today are the Agence France Presse (AFP), headquartered in Paris; the Associated Press (AP), based in New York City; and Reuters, with headquarters in London. For most of the 20th century, United Press International (UPI) also was a major news service. Agence France Presse operates with a government subsidy and governmental representation at policy-making levels. It is the successor to a news bureau formed in 1832 by Charles Havas and reorganized as Agence Havas in 1835. Havas fell into the hands of German occupation forces in 1940; following liberation, it found a new identity as the AFP. Associated Press was founded in 1848 by six New York newspaper publishers who wished to share the costs of news collection outside the New York area. Technologically, the AP has evolved from the use of "news boats," which obtained foreign newspapers from ships still at sea, to transmission via earth-orbiting satellite. The largest news agency, the AP is a nonprofit cooperative owned and operated by about 1,500 newspapers. Reuters was founded in 1849 by Baron Paul Julius de Reuter and has operated as a cooperative trust since 1841. Reuters began as a financial service using carrier pigeons to transmit market quotations from Brussels to Aachen, Germany. In 1851 the agency was moved to London to take advantage of submarine telegraph cables. Reuters remained in private hands until 1925; it is now owned principally by newspapers of the United Kingdom, Australia, and New Zealand. United Press International was distinctive among the major news services in remaining under private ownership. Founded in 1907 by E. W. Scripps as United Press, it merged in 1958 with International News Service, which had been established by William Randolph Hearst in 1909. In the 1980s and 1990s the UPI encountered financial difficulties; it eventually went twice into bankruptcy under a sequence of owners. In 2000 the UPI was purchased by News World Communications, the news affiliate of the Unification Church and publisher of the Washington Times. Its headquarters is in Washington, D.C. The former Soviet Union's Telegrafnoye Agentstvo Sovetskogo Soyuza (TASS; Telegraph Agency of the Soviet Union) rivaled in size the four global agencies; however, it differed from them in that TASS was an arm of the government and existed primarily for propaganda and intelligence-gathering purposes. After the fall of the Soviet Union, the government of the Russian Federation renamed it ITAR–TASS (Informatsionnoye Telegrafnoye Agentstvo Rosii–Telegrafnoye Agentstvo Suverennykh Stran; Informational Telegraph Agency of Russia–Telegraph Agency of the Sovereign Countries), and it lost its monopoly status. Other important world news services include Xinhua (Hsinhua; New China News Agency), the official news agency of the People's Republic of China; Agenzia Nazionale Stampa Associata (ANSA), established in Rome in 1945; Deutsche Presse-Agentur (DPA; Hamburg, 1949); Agencia EFE (EFE; Madrid, 1938); and Kyodo Tsushin (Kyodo; Tokyo, 1945). Dissatisfaction with a perceived imbalance in Western news agencies' coverage of developing countries led to the formation of Inter Press Service (IPS) in Rome in 1964. There are also national news agencies, such as Press Trust of India (PTI), that channel reports from global agencies to clients within a country's borders. Some supplemental news services, such as Knight-Ridder (KNT) in the United States, field foreign correspondents who pursue stories. It is generally acknowledged that, in the words of a 2001 UNESCO (United Nations Educational, Scientific and Cultural Organization) online report, "the classical model of news collection, production, and dissemination, at the core of which were the national news agencies, is gradually weakening, and the Internet has exacerbated the problem." Whereas the traditional clients of news agencies were newspapers and similar entities with editorial staffs, all of the major news agencies now make breaking news available directly to the public at their Internet sites. Among the challenges facing news agencies are the need to adapt to technological change swiftly and imaginatively enough to sustain their viability and the development of strategies to preserve agency news gathering and editorial functions from both political and undue commercial pressures.
